here could be a better innovation reward mechanism

At present and foreseeable future, this world still needs an innovation reward mechanism to generate a positive feedback loop to stimulate innovation. But present patent system is too exhausting and sometimes may be abused.

I imagine there could be a better innovation reward mechanism for this world, which may include featurea as below:

1) publication at once, innovator can publish their new ideas at once when they got it, to let others may share and even apply the idea immediately;

2) publication on public support website, this website is totally free and available for anyone, and can record any revisement with revising time, the website is under management of public authority;

3) reward will be based on evaluation of public committee and stardard process, the committee is formed by the delegates from typical related groups of the country, which may include accomplished innovator group, related industry group, legal group, unrelated people representitives (common sense social representitives), etc

4) reward evaluation is not once for all, may be like that could apply for second time of evaluation like 2 years after the first evaluation, 3rd or final evalution 5-10 years after 1st evaluation;

5) the examination of novelty shall be completed by specific professional AI firstly, and then checked by human when applied or needed;

6) the scope and reward of the right of innovator shall be determined by the committee above following rules set by public (new laws?).

I dont know if there could be a new system better than present judicialy establishment. But I especially dont like a society spending too much financial expense on legal issues, for it may exhaust both the innovators and the applicationers, which also complicates the process too much and stray away from the purpose of stimulating innovation.

The process I imagined above may need too many participating like jury members without financial stimulants, but if AI replace the jobs of most humans, what shall we do at best?

Why not let most of your social members to have neccessary common sense and some specific knowledge to play a jury role to help maintain and improve socail fairness and justice? to help generate more innovation and other valuable contributions at an reasonable cost?
